Citrus College Sexual Violence and Prevention Statement
Title IX of the Education Amendment Act of 1972 (20 U.S.C.§ 1681 et seq.) is an all-encompassing federal law that prohibits discrimination based on the gender of students and employees in educational institutions which receive federal financial assistance.
Title IX states, "No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving federal financial assistance" (20 U.S.C.§ 1681 et seq.).
Citrus College, in compliance with federal and state laws, does not discriminate on the basis of sex, sexual orientation, or gender in educational programs, services, or activities. Such programs include admissions, financial aid, employment, and equal access to the college facilities. In addition, Citrus College is committed to maintaining a safe educational and working environment free from discrimination, harassment, or retaliation on the basis of a protected category.
Title IX Coordinator
Citrus College's Title IX coordinator is Brenda Fink, manager of human resources and staff diversity. She is in charge with monitoring Title IX compliance college-wide, including sexual harassment, sexual assault, and gender discrimination involving the college employees and students. Questions regarding Title IX, as well as concerns and complaints of non-compliance, may be directed to Brenda Fink at
bfink@citruscollege.edu or (626) 914-8830. The Title IX office is in the human resources office, located in the first floor of the Administration Building.
SB 1491 – Equity in Higher Education Act
In alignment with Senate Bill 1491, also known as the Postsecondary Education: Equity in Higher Education Act, Citrus College reaffirms its commitment to supporting LGBTQIA+ students, faculty, and staff. SB 1491 expands the legal definition of sexual orientation to include asexuality and pansexuality and mandates stronger protections against harassment and bullying. As required by the law, Citrus College has designated Dr. Ty Thomas, director of diversity, equity, inclusion, and accessibility+, as the confidential campus contact for LGBTQIA+ support. The director of diversity, equity, inclusion, and accessibility+ is not a mandatory Title IX reporter, ensuring a safe and private resource for those seeking guidance. For additional support, visit our
Pride Center web page or contact Dr. Ty Thomas at
