Two Assembly Bills and the Multiple Measures Assessment Project (MMAP): What They Mean at Citrus College

At Citrus College, we follow California Assembly Bills 705 (Irwin), Assembly Bill 1705 (Irwin), and the Multiple Measures Assessment Project (MMAP) to help place students into the right English and math courses. Instead of relying only on placement tests, we use self-reported high school GPA and the last math course completed in high school with a grade of "C–" or better.

We have also updated our English and math courses to give students the best chance of starting — and completing — transfer-level coursework within their first year. The questions below highlight what these changes look like at Citrus College and how AB 705, AB 1705, and MMAP are being put into action.

On October 13, 2017, then-California Governor Jerry Brown signed Assembly Bill 705 (Irwin), part of the Seymour-Campbell Student Success Act of 2012. This law, which went into effect on January 1, 2018, is all about helping you succeed more quickly.

AB 705 says community colleges must use your high school performance — like your GPA — to help decide the best placement for you. The goal is simple: give you the best chance to start and finish transfer-level math and English within your first year.

AB 1705 is a California law that focuses on supporting the implementation of AB 705 — fair placement and student success in English and math at community colleges. Its goal is to help more students complete transfer-level courses within their first year. To do this, the law limits the use of remedial classes and instead places students based on their high school coursework, grades, and GPA. The bill was signed into law by Governor Gavin Newsom in September 2022.
